After a night out on the town, a group of friends come across a demented, maniacal figure dressed in a clown costume and begin to torment them as he seeks to impose his own psychologically deranged brand of torture on them and anyone else that stands in his way as he chases them in the city.
After surviving the encounter in the morgue, the killer clown heads out into the wild and begins another rampage across the city, which brings him into contact with a teenage girl and her younger brother at a Halloween party, where they realize a shared connection between them may save everyone.
After being released from custody, the lone survivor of the previous rampage by the killer clown tries to get her life sorted out and back to normal, but when she starts to suspect the killer clown has returned, stalking her, and others around her must band her strength to stop the madman.
